Ambassador of the European Union to India
Mr. Hervé Delphin, European Union Ambassador to India and Bhutan, presented his Letters of Credence to the Hon’ble President of India in October 2023. With over 30 years of experience in diplomacy, he has served in senior roles at the European Diplomatic Service and the European Commission, including leading humanitarian responses and strategic policy planning. A French national and recipient of the Knight of the Legion of Honour, he is committed to strengthening the EU–India partnership in trade, climate action, sustainable development, and security.

It gives me great pleasure to extend my warm greetings on the occasion of the Kerala European Union Blue Economy Conclave on Blue Economy, Industrial Clusters, Skilling, Training and Migration, jointly organized by the Government of Kerala and the European Union on 18–19 September 2025 at The Leela Kovalam, Trivandrum.
The Conclave is a timely initiative that brings together policymakers, industry leaders, academia, and global partners to explore opportunities in sustainable fisheries, marine industrial clusters, value-chain development, and skill enhancement. With its immense potential, the Blue Economy can drive economic transformation, create livelihoods, and ensure ecological balance, while fostering closer cooperation with the European Union in the adoption of technology and sustainable practices.
I am confident that this event will pave the way for transformative policies and resilient ecosystems, benefiting coastal communities and the global maritime sector alike. I look forward to the fruitful deliberations and wish the conclave resounding success.
